All villagers in range of the farm need to be linked to a bed in order for golems to spawn. Minimum requirements for iron farm is 20 beds, 10 workstations and 10 villagers where at least 7 of villagers must have worked at a station.

This is a valid point to discuss also. In order for the villagers to "see" a door, at least one villager must be within 16 blocks of that door. So, if all of your villagers are piled on one side of your farm, the doors on the opposite side may not be registered. This is why most tutorials show splitting the villagers on two opposite sides. I'm using the Raysworks design modified for 1.16 and built underground for convenience. I've made sure there aren't any other places that the iron golems can spawn above the farm and the farm is at least 3 chunks away from any other village structures.
