To put it simply: Build a barn. Create a field and plow it yourself. Assign an NPC that you recruited to your village to said barn and assign them as "Field Worker". Inside of the barn put a hoe (any tier will do), a bag, and a scythe. IF YOU DO NOT PUT ALL 3 OF THESE ITEMS IN, THEY WILL NOT WORK.

Correction: They will take anything from the barn storage first. However you should not put fertilizer there, as it takes up too much space, so: Keep seeds in the BARN storage though.
